Prohibited Items

Overrun does not permit asbestos in any form, for any reason, under any circumstances. This is our rule and it has no exceptions. It covers friable asbestos and bonded asbestos cement in every product it was made into — fibro and AC sheet, corrugated and “super six” roofing, ridge capping, eaves and soffit lining, flue pipe, downpipe, water and drainage pipe, backing board behind wet-area sheeting and switchboards, and vinyl or lino with asbestos-backed underlay. It applies whether the material is broken or intact, weathered or sealed, painted, encapsulated, or still fixed in place, and it applies to offcuts and part sheets as much as to full ones.

The supply of asbestos is restricted under the WHS Regulations in every Australian state and territory. We are not the authority on how those rules apply to your work.

A Class A or Class B asbestos licence makes no difference to this rule. Nothing on Overrun distinguishes a licensed seller from an unlicensed buyer, so we do not permit the material regardless of who is listing it.

Material that came out of a building constructed or last refurbished before 1990, where you cannot say what it is made of, is prohibited. Sheeting, lining, roofing, insulation, pipe, and floor covering from that era were commonly asbestos-containing, and an unidentified sheet is indistinguishable from a prohibited one.

The one route to a compliant listing: a written analysis from a NATA-accredited laboratory identifying the material, with the laboratory’s name and the date of the report stated in the listing. Age of the building, a supplier invoice, a builder’s recollection, and visual identification are not analyses and are not accepted.

Timber carrying paint that contains lead, or paint of unknown composition applied before 1997, is prohibited. That includes weatherboards, architraves, skirting, window frames, sashes, doors, and fascia recovered from painted pre-1997 buildings.

Cutting, sanding, or burning lead-painted timber releases lead dust and fume, and the person exposed is usually the buyer, in a home workshop, without knowing what is in the paint. Stripped timber may be listed only where the paint has been fully removed and the listing says so.

Treated pine may be listed only when you can state the treatment. If you cannot say whether it is CCA, ACQ, LOSP, or creosote, it is prohibited.

CCA-treated timber contains arsenic and chromium, and restrictions apply to where it can be used and to burning it. A buyer who does not know the treatment cannot make that decision at all, which is why we need it stated. Offcuts with no visible tag or brand, and salvaged timber of uncertain history, fall under this prohibition.

Prohibited: insulation containing amosite, crocidolite, or any amphibole asbestos; loose-fill asbestos insulation of the “Mr Fluffy” type; refractory ceramic fibre board, blanket, and rope; and any insulation whose fibre content you cannot state.

Also prohibited: glass wool, mineral wool, rock wool, and glass or glazing products whose composition is unknown, where they have been removed from a building and are being passed on. Batts in original packaging with the manufacturer, product name, and R-value legible on the bag are acceptable.
